James P. Elliott, P.E.

QUALIFICATIONS AND EXPERIENCE

      Mr. Elliott enjoys over 40 years of successful experience in the civil engineering field. Upon completing his education at Kansas State University, Mr. Elliott was employed by Greeley and Hansen in Chicago where he held the positions of project engineer, construction engineer and test engineer. Among his many project assignments were wastewater treatment facilities and residuals disposal by incineration.

      Mr. Elliott was Design Manager for a multiple hearth sludge incinerator project for the Sanitary District of Rockford, Illinois. He also was Project Manager and Chief Resident Engineer for the 64.0 MGD Waukegan, Illinois Advanced Wastewater Treatment Facilities for the North Shore Sanitary District.

      After leaving Greeley and Hansen, Mr. Elliott was employed by Black, Crow and Eidsness in Gainesville, Florida. There he held the position of construction service manager and was involved with a number of major water and wastewater projects in Florida, Georgia and Tennessee.

      As Construction Manager for Black, Crow and Eidsness, Mr. Elliott was responsible for the bid process, contract administration, shop drawing reviews, resident engineering management, final inspections, performance verification, testing and completion certifications of over 160 municipal projects. These projects included transmission pipelines, collection systems, high-service pumping stations, reservoirs, master wastewater pumping stations, reuse systems, water treatment, wastewater treatment and disposal facilities. Potable water storage and high-service pumping station projects included facilities for the City of St. Augustine, Fort Pierce Utilities Authority, Gainesville Regional Utility Authority, Deerfield Beach, Fort Myers, New Port Richey and the City of Cape Coral, Florida.

      Upon leaving Black, Crow and Eidsness, Mr. Elliott founded Source, Inc. in 1977 with other area professionals to provide consulting civil engineering services to Southwest Florida municipalities, utility companies and private real estate developers.

      Mr. Elliott’s education and experience have provided him with comprehensive knowledge of project planning and development including feasibility studies, preliminary investigations, design, permitting and construction observation. Mr. Elliott is thoroughly qualified in roadway design, stormwater analysis, water and wastewater treatment, water supply, effluent disposal, zoning and land development issues, environmental and other regulatory permitting issues, utility rate analysis, value engineering and cost estimating.

      Mr. Elliott was Design Engineer and Project Manager for several finished water storage and high-service distribution pumping projects at Source, Inc. These projects included: two 5.0 million gallon reservoirs and pumping facilities for the Island Water Association, Inc., Sanibel Island, Florida; 1.0 million gallon reservoir and pumping station for Gulf Utility Company, south US 41, Lee County, Florida; 1.0 million gallon reservoir and pumping station for Gulf Utility Company, Corkscrew Road facility, Lee County, Florida; and a 1.0 million gallon reservoir and pumping station for the Greater Pine Island Water Association, Pine Island, Lee County, Florida.
