Since his graduation from college in 1957, Mr. Boller has enjoyed a long and successful professional engineering career in the field of Civil Engineering. His first years of training were achieved with a large consultant engineering firm in Cincinnati, Ohio, after which he spent a number of years in the employment of a construction company under contract to build many of the structures and facilities he had designed.
Mr. Boller then relocated to Indiana where he was employed by the Indiana Highway Department, City of Muncie, Indiana; Muncie Sanitary District; and the City of Fort Wayne, Indiana. In 1985, Mr. Boller relocated to Cape Coral, Florida and accepted the appointment as Cape Coral’s first City Engineer. Two years later, he was assigned the position of Director of Public Works.
During his tenure of employment in Ft. Wayne, Indiana as Director of City Utilities and City Engineer, he successfully obtained from EPA Region V, the first ever awarded 90% community grant for the construction of local sanitary sewers. This grant was in the amount of $80.0M. His grant efforts with both the State and Federal agencies led to expanding the City’s water and regional wastewater treatment facilities to 60 MGD each. Through partnership arrangements with the State’s Highway Department, the City was provided revenue to clean the State’s highway system and master maintain their traffic signals through the City. Also, through his efforts, he was successful in the negotiation of the acquisition of a privately owned water and sewer utility systems, with over 15,000 customers.
Mr. Boller’s technical design professional skills and expertise in Civil Engineering comprise primary structural, sanitary, bridge, water, drainage and roadway. He also has had extensive responsibility in the preparation of both large and small project budgets, construction inspection and management, estimating and planning.
During his time of employment with Source, Inc., he has been in responsible charge of the design and specifications for the construction of a 24” HDPE directional drill project for the City of Ft. Myers. This project included the successful preparation, submittal and approval of the necessary permits to Florida DOT, Florida DEP and Lee County DOT.
