QUALIFICATIONS AND EXPERIENCE

      Mr. Pugh joined the staff of Source, Inc. at the beginning of 1999. He enjoys over twenty years of impressive civil engineering experience in design, permitting and construction management of residential, commercial and industrial sites and subdivisions. Keynote projects include drainage, potable water and wastewater systems design as well as design, evaluate and upgrade of wastewater collection and treatment facilities. Through experience with utility clientele, Mr. Pugh has developed specialized capabilities and work has included master planning, design, permitting and construction management of regional potable water, wastewater and reuse systems expansions. Extensive computer modeling experience has been gained by Mr. Pugh in the area of hydraulic pipe network systems through the use of KYPIPE and WaterCAD® (fka CYBERNET) software. In addition, Mr. Pugh is a licensed wastewater treatment plant operator experienced in Southwest Florida. This operations experience coupled with his engineering background and expertise gives him a unique insight in the application of design theory into practice that considers the ultimate operability of the systems.

Key projects, among others, include:

  • Bonita Springs Utilities, Inc.:  Project Manager and Engineer-of-Record for several water and sewer utility projects including:  sewer expansion project serving 1,800 units along 24 miles of roadway, Master Plan Study encompassing all of Bonita Springs, CYBERNET modeling of force main system with improvement recommendations; Reuse Distribution System/Wet Weather Storage System Analysis.

  • Gulf Environmental Services:  Feasibility study, design, permitting, management of construction and Project Manager for potable water distribution system expansion. Project Manager for feasibility study, design, permitting and construction management for a potable water distribution system expansion conducted in concert with a County MSBU roadway paving project. Project Manager for several assignments including operating permit renew of San Carlos WWTP, reuse pond expansion at San Carlos Golf Course, Bartow WTP grinder wastewater pump station design using a small diameter force main installed via directional drill and miscellaneous technical reviews of proposed reuse systems.

  • Lee County Utilities:  Project Manager for Waterway Estates wastewater collection system inflow and infiltration study and Waterway Estates WWTP reuse pump station where design hydraulics were checked using WaterCAD.

  • City of Fort Myers:  Project Manager for reuse main extension to serve Eastwood Golf Course and Heritage Palms, a golf course community. Pipeline had a running length of approximately 3.7 miles with diameters of 10, 16 and 20 inches of which approximately 1.3 miles were designed for installation via directional drill.

  • Sugden Park Docks, Collier County:  Project Manager and structural engineering for boardwalks, fishing piers and boat launch areas.

  • Bonita Bay, Pelican Landing and Worthington:  Project Engineer for the master planning and design (utilizing hydraulic modeling) of wastewater transmission and water distribution system for 2,424 ac., 2,383 ac. and 320 ac., respectively, golf course communities in Bonita Springs.

  • Lee County Beach Access Improvements.:  Project Manager for beach access improvements including stabilized shell parking, dune crossovers and water management.
